What You Need to Know Before November 3
Mount Olive Community to Consider Mountain View Roof Replacement Bond Proposal on November 3
October, 2026
The Mount Olive Township School District is providing information to the community about an upcoming School Bond Proposal concerning the final phase of the Mountain View Elementary School roof replacement project. The proposal will appear on the ballot during the regularly scheduled General Election on Tuesday, November 3, 2026.
The proposed project would address the remaining portion of the Mountain View roof that has reached the end of its useful life and has documented deterioration and ongoing water infiltration. The work represents the third and final phase of a multi-year roof replacement project. Previous phases were completed during the summers of 2024 and 2025.
What Is Being Proposed?
The final phase would replace approximately 34,785 square feet of roofing over Mountain View's 1968 wing. Professional evaluations have identified trapped moisture, deterioration of the existing spray polyurethane foam roofing system, openings in the roofing surface, and drainage conditions that allow water to remain on portions of the roof.
When the project moves forward, the planned work will include removing the existing roofing system, inspecting and restoring portions of the underlying metal roof deck as needed, addressing adjacent masonry, and installing a new roofing system designed to improve drainage, durability, and long-term protection.
Construction is anticipated to take place during summer 2027, which would allow the work to be completed while school is not in session.
Project Cost and State Aid
The total estimated project cost is approximately $2.3 million.
The New Jersey Department of Education has approved approximately $787,949 in projected State Debt Service Aid, representing approximately 34% of the eligible project cost. The District's anticipated local share is approximately $1.53 million, which is currently available through the District's capital reserve account.
The District's current financial plan does not anticipate an additional local tax levy attributable to this project. The capital reserve funds are restricted funds designated for qualifying capital and facilities projects.
The referendum process would provide the voter authorization necessary for the District to access the projected State Debt Service Aid associated with the project.
Why Is a Referendum Necessary?
Although the District has capital reserve funds available for its anticipated local share, voter authorization is part of the financing process required to access the projected State Debt Service Aid.
If the project were funded entirely as a locally supported capital project without the referendum financing structure, the District would not receive the approximately $788,000 in projected State support available through the Debt Service Aid process.
The proposed referendum is specifically for the final phase of the Mountain View Elementary School roof replacement project. No other projects are included in this proposal.
